GENERAL RULES
 

1.               All exhibitors agree to be bound by the rules and regulations of the Cambria County Fair.
 
 
2.               The Fair Management reserves the right to amend or to add to these guidelines as its judgment may determine.
 
3.               Reasonable care will be taken to protect all exhibits on display from all injury and damage but the Cambria County Fair is not in any way, to be held responsible for accidents, loss or damage by water, fire, theft, or otherwise, whatever may be the cause or extend of the damage or loss.
 
4.               Entries will be made according to classification and Entry Forms from the current Premium Book or the Web Site are to be used, no other forms will be accepted. Registration is $2.50 Per Livestock Head, the Entry Fee is 10% of the 1st Place Premium for Open Class. There is no Entry Fee for 4-H and Vocational. There will be no refund of the Entry Fee.
 
5.               Premiums, as listed may be given for meritorious exhibits. In cases where there is no competition, judges may give an award such as they deem the exhibit is worthy to receive. Same rule applies where there are fewer entries in any class than the number or premiums offered. The judges may, at their discretion, award a ribbon or rosette.
 
6.               The Fair reserves the right to determine how many entries they will accept from an exhibitor in the same class or, in the case of livestock, the same breed, and poultry, the same species.
 
7.               The Decision of the Judges shall be final in all cases except where mistakes, fraud, misrepresentation, or collusion-not discovered at the time of the award-is proved. In such cases, the Superintendent, Manager, or Secretary of the Fair or Show, or such referee as he may appoint, may make the decision. The case may be appealed to the Fair Management or Show Commission from whose decision there can be no appeal. 
 
8.               All protests regarding the judging must be made in writing and must plainly state the cause of the complaint or appeal. Such protests must be filed at the Fair Office within 24 hours of the occurrence.
 
9.               It shall be the responsibility of the exhibitor to properly name the article or breed of livestock he is entering. Any exhibit improperly entered will be disqualified to receive a premium, but the judges will make the correct name on the Entry Tag for the benefit of the owner so the same mistake in entering need not be made the second time.
 
10.           All Entries must have been grown, produces, or made since last Fair by the person whose name appears on the tag as exhibitor.
 
11.           Superintendents reserve the right to bar from competition any entry of inferior quality and those not possessing sufficient merit to warrant recognition. The Fair reserves the right to remove any exhibit not worthy of viewing by the public.
 
12.           Food products cannot be treated with any substance that causes them to become poisonous and unfit to be used for consumption. Any such incidents must be reported to the Pennsylvania Agricultural Fair Program for further review.
 
13.           No exhibit may be removed at any time before the close of the Fair except by consent of the management of the Fair.
 
14.           Where award ribbons are stolen or destroyed, the exhibitor may receive a duplicate at the close of the Fair or Show which shall be supplied by the Fair free of charge.
 
15.           Judging is viewed as an educational process and where appropriate the public is encouraged to view the judging event. Any person interfering with the judges while making awards shall forfeit any premium to which he would otherwise have been entitles.
 
16.           Department Superintendents may enter exhibits in their own departments, but neither they nor any other exhibitor may communicate with the judges during the time of determining the awards, except to answer questions proposed by the Judges.
 
17.           Animals known to be infected with or exposed to any contagious or infectious disease, including external parasitic disease, and animals restricted by quarantine may not be assembled for show purposes.
 
18.           All animals admitted to the Cambria County Fairgrounds must be in compliance with the Pennsylvania Department of Agriculture Health Rules.
 
19.           Any animal showing clinical signs of any disease or infection when unloaded must be promptly removed from the Fairgrounds.
 
20.           All wounds from normal management operations must be completely healed.
 
21.           All show animals should be held in isolation for at least 30 days after returning to private premises.
 
22.           Animals shall be presented to show events where they will enter the food chain free of drugs. The act of entering an animal in a Livestock Show is the giving of consent by the owner, exhibitor, fitter, trainer, and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with the applicable federal, state, and provincial statues, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes rules and regulations affect the animal’s performance or appearance at the event.
 
23.           If the Laboratory report on the chemical analysis of saliva, urine, blood or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood or other substance tested by the approved laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animals at the time the sample was taken with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise at any hearing in regard to the matter conducted by the Fair of Livestock Show.
 
24.           Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which would affect the animal’s performance or alter its natural contour, conformation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sold purpose of protecting the health of the animal, is prohibited.
 
25.           The use of showing and/or handling practices of devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited.
 
26.           All Livestock offered for premiums must have been the property of the owners for 30 days or longer. Health papers are to be issued in the name of the exhibitor.
 
27.           The market animals should be weighed on the same set of scales under the supervision of the Barn Superintendent, Extension Agent or Overall Livestock Superintendent.
 
28.           Should any animal awarded a prize be disqualified, the animals gaining the lower prizes shall move into the next higher position, if in the opinion of the judges, the animals are worthy of such prizes.
 
29.           Over fitting of cattle is discouraged. Any artificial means used to change the form or shape of an animal will disqualify it from competition.
 
30.           When on exhibition in the ring, each animal must be under halter in charge of owner or employee. The Barn Superintendents will have Show Stewards available during the Youth judging or showing.
 
31.           Joint ownership is considered to be as one owner in accordance with registration papers.
 
32.           It is permissible to establish Supreme Champion Classes.
 
33.           Anyone authorized to use motorized vehicles caught abusing this privilege will be banned from the Fairgrounds.
 
34.           All Livestock trucks and trailers, etc. must park against the fence on the left side of the road outside the West Gate (Livestock Gate).
 
35.           All Livestock Exhibitors must use the back road when going to and from the Arena.
 
36.           Livestock Exhibitor Vehicle Stickers must be completely attached to a window that can be seen by the guards prior to entering the Fairgrounds.
 
37.           Exhibitors of Livestock are asked to decorate their quarters as tastefully as possible and keep the space neat and attractive in appearance. Once entered, exhibitors are responsible for the management of their exhibits. Animals are to be kept clear, properly bedded, fed and watered, aisles must be kept clean.
 
38.           There may be no altering of pens or stalls. Should your pen or stall need some work please contact the Superintendent who will in turn contact the Fair Office who will see that the appropriate maintenance person is made aware of your need.
 
39.           Manure must be dumped in the designated pit areas only.
 
40.           No person other than those holding animals being exhibited will be allowed in the Show Ring during the time of judging.
 
41.           False representation or unsportsmanlike conduct on the part of the exhibitor will be dealt with by the Board of Directors according to the equities of the case. All protests must be in writing and must plainly state the cause of the complaint or the appeal. It will then be delivered to the management within six hours after the occasion. If age is brought into question the protest must be filed on the day prior to the one on which the animal or animals are to be judged.
 
42.           The Fair Office will appoint a Veterinarian and such assistants as may be necessary to determine that animals comply with applicable Health Requirements.
 
43.           In the case of sickness of an animal the same shall be moved when directed by the management or the Veterinarian to a separate enclosure where the exhibitor may direct the treatment of the animal or employ a Veterinarian of his choice. The exhibitor will be responsible for all costs of services.
 
44.           If an animal’s health is in question, a Veterinarian will be called at the expense of the exhibitor. It will be the right of the Manager or the Veterinarian to order the pre-emptory removal of said sick animal.
 
45.           All Exhibitors must sign the Verification (on each Entry Form) stating that they have read and understand and agree to abide by the Code of Show Ethics. Youth under 18 years of age require a parent/guardian signature.
 
46.           Livestock is not permitted down the Midway. If caught you will be asked to leave, any premiums will be forfeit.
 
47.           All Livestock Pens, Stalls, Cages, etc. will be filled, “First Come First Served” by Date with the exception of the Rabbit and Poultry Pens, who will accommodate 4-H first with remaining pens to be filled “First Come First Served” by Date to Open Class Exhibitors. Bedding will not be furnished for Livestock.
 
48.           If the person showing the animal is not the owner that will not entitle them to a vehicle pass.
 
49.           All Livestock and Agriculture Exhibits must be registered through the Fair Office. Superintendents will not take Entry Forms nor money associated with the forms.
 
50.           Pennsylvania Law requires that a Veterinary-Client-Patient-Relationship form exist and that it be verified in writing for each exhibitor. Each animal exhibited must be listed on the VCPR form and on the copy of the Certificate of Veterinary Inspection.
 
51.           Livestock Release time is Saturday, September 11, 2010 beginning at 5:00 PM with the exception of Livestock sold at the sale. Early removal of exhibits requires prior approval from the Fair Office. Exhibitors pulling out of Fair early without prior approval are in jeopardy of losing all premiums and of exhibiting the following year.
 
52.           Livestock vehicles are not permitted on the grounds for removal of livestock until Saturday, September 11, 2010 at 5:00 PM.
 
53.           Barns will be opened for cleaning and painting; check with the Fair Office for times.
 
54.           Federal Law requires that we report all premium awards in excess of $600.00. Premium checks for $600.00 or more will not be awarded without Social Security Numbers.
 
55.           Dogs must be restrained at all times.
 
56.           The Camper/Tent Fee is $70.00. Registration and payment may be filled out and paid in full at the Fair Office by August 15, 2010.
 
57.           Camper placement will be arranged by Ken Hagerich.
 
58.           NEW FOR 2010 (CURFEW) - After 11:00 PM anyone under the age of 18 must be under the direct supervision of a parent/guardian.

All animals admitted to show or Fair shall be identified by a unique and permanent ear tag, tattoo, brand or records of unique physical attributes. Animals known to be infected with or exposed to any contagious, infectious or external parasitic disease, and animals restricted by quarantine may not be assembled for show purposes.
 
All animals admitted to Show or Fair must comply with applicable state (7PA Code) of Federal (9 CFR) rules. All cloven-hoof animals, not subject to 7 PA Code of 9 CFR, including members of the deer and camilid families, shall have been born in Pennsylvania or resided in Pennsylvania for at least 6 months and shall be Brucellosis and Tuberculosis tested (negative) by an accredited veterinarian within 60 days of admission to the show.
 
Animals presented for exhibition will be subject to inspection by show officials and will be rejected if evidence of infectious, contagious or parasitic disease is apparent of if health certification or identification documentation is not acceptable.                                 
 
All show animals should be held in isolation for at least 30 days after return to the herd of origin.
 
 
4-H & VOCATIONAL
 
 
ELIGIBILITY: 4-H Club members must have passed their 8th birthday but not have passed their 19th birthday by January 1 of the current year. Exhibitors must be 4-H members, a project in the field in which they wish to make entry and be under the supervision of Pennsylvania State University Cooperative Extension Service by July 1 preceding the Fair.
 
Students enrolled in an accepted Vocational School curriculum must be conducting a project in the class in which they wish to make entry. Students enrolled in General Home Economics in a comprehensive High School are considered as qualifying. All entries shall be approved prior to the Fair by a member of the Pennsylvania Department of Education, Agriculture of Family and Consumer Science staff, or their designated representative.
 
Note:
 

 
1.                  In any case where there is reference to 4-H and Vocational classes, the Fair has the option, if there is a sufficient number of available exhibits, to divide the show into two, one for 4-H and one for Vocational, or they may be shown together.
 
2.                  4-H or FFA members must be present and must have charge of his/her animal at the time of judging.
