THERE ARE MANY CHANGES IN ALL DEPARTMENTS. PLEASE READ ALL RULES CAREFULLY.
 
ANIMAL HEALTH RULES ARE SET FORTH BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO:
 
PENNSYLVANIA EQUINE REQUIREMENTS:
1.
A Certificate of Veterinary Inspection (CVI) issued within 30 days prior to the opening date of Fair.
2.
All animals must be free of infectious and contagious diseases.
3.
An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
4.
All Equine animals must have tested negative for EIA by an official test within the 12 months prior to the opening date of the exhibition. A copy of the official test results must accompany each animal to its final destination. Foals less than 6 months of age accompanied by a dam which meets the above requirements are exempt from EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam’s test results must accompany the foal to its final destination.
5.
A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. However, if a mare was currently vaccinated against rabies when she foaled, the foal is not required to be vaccinated until six months of age, with a second vaccination administered two-four weeks later.   All vaccine label directions must be followed, and all rabies vaccinated equine animals must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. The certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian’s signature. A copy of the rabies vaccination certificate is acceptable.

OUT OF STATE EQUINE REQUIREMENTS:
1.
A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the opening date of the exhibition is required. The CVI shall include a statement verifying that “all animals identified on this Certificate of Veterinary Inspection have been examined and found to be free from Vesicular Stomatitis (VS). During the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed”.
2.
All animals must be free of infectious and contagious diseases.
3.
An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.

6.
If an equine animal has resided in Texas for a cumulative total of 30 days or more within the six months preceding the date of entry into the Commonwealth, that animal must be test-negative for Piroplasmosis on a competitive enzyme – linked immunosorbant assay (c-ELISA) test, or a Department-approved equivalent test, with the test occurring within the 30 days preceding entry into Pennsylvania. This requirement shall not be applicable to an equine animal that is being transported through the Commonwealth of Pennsylvania to another State, and that is not offloaded or commingled with other equine animals while within the Commonwealth of Pennsylvania. The written laboratory test report, confirming compliance with the requirement described in the preceding paragraph, shall accompany the equine animal in transit to a destination within the Commonwealth of Pennsylvania; and the date of test and the test results shall be written on the Certificate of Veterinary Inspection.

CAMBRIA COUNTY FAIR EQUINE REQUIREMENTS:
1.
LATE ENTRIES CANNOT BE ACCEPTED –There can only be one exhibitor per entry form, back numbers cannot be switched between people. Premiums are paid to the number.
2.
A three minute gate call will be in effect.
3.
All Manure must be dumped at the designated Pit Area Only
4.
All Barns are Non-Smoking and Violators will be Escorted Out.
5.
All entries must be on the Horse & Pony Entry Form other forms will not be accepted. There may be only 1 horse per Entry Form and may include both Department 1 and 11 classes.
6.
STALLS WILL BE FILLED "FIRST COME FIRST SERVED BY DATE".   Exhibitors are not permitted to bring a horse or pony for the purpose of showing in Halter Classes Only. Animals must also be shown in at least 2 or more Performance Classes.
7.
TACK STALLS will be abailable on a lottery basis for $25.00 each, after all horses competing at the Fair have been stalled.  There can be no exceptions.
8.
Stalls cannot be altered in any way. If changes need to be made, contact the Superintendent, and they will notify the Fair Office and the persons necessary will make alterations if permitted.
9.
Horse heads are not to be permitted to hang out into the aisle in any way. Stalls should have wire installed at the back of the stall to prohibit the animals head from hanging out into the aisle.
10.
Riders back numbers must be displayed on their back or they cannot be judged.
11.
The Superintendent or co-Superintendent will be at the Draft Horse Barn on Saturday from 6:00 P.M. until 8:00 P.M. for exhibitors to pick up their passes. If you do not have your passes by Sunday, opening day of the Fair, you will pay to enter the gates, and your admission will not be refunded.
12.
After checking in your horse you will be given a card with your name on it for the Superintendent. This is your proof that you brought a horse into the Fair. If you do not have a card you will not be issued a pass or wrist band. There will be only one (1) car pass per family, please have your license plate number with you. Passes will not be given out until the information is logged.
13.
All problems should be brought to the attention of the Superintendent who will try to resolve the matter. Should this fail it will then go to the Overall Livestock Superintendent and should that fair it will go to the Fair Office.
14.
Exhibitors should be ready with their horses at least 15 minutes before the time appointed in the Premium Book.
15.
If the number of entries does not warrant all breed classes, several may be combined. An insufficient number of entries in individual classes may result in the elimination of this/these classes
16.
In the event of an emergency each stall will now be required to have on the Breed Card a Owner/Rider phone number. It should also include the name of the animals Veterinarian in the event the Owner/Rider cannot be reached.
17.
If animals are not appropriately taken care of i.e., stalls cleaned regularly, animals fed and water buckets filled entries for the following Fair year may be in jeopardy and the owner will forfeit any premiums and remove said animal from the fairgrounds
18.
Any Exhibitor showing inappropriate behavior toward other exhibitors or spectators will be contacted by Fair Security and escorted from the Fairgrounds and future entries will be denied.
19.
There will be a holding area for Horses & Ponies near the Arena. Horses are NOT Permitted beyond the Northeast end of the Arena. Signs will be posted.
20.
Each exhibitor must wear hard sole shoes or boots with a heel, and long sleeved shirts tucked in. Shorts, tank tops or tennis shoes are not permitted. Exhibitor numbers must be pinned top and bottom and will be the number for all shows during the week.
21.
DRAFT HORSES - HITCHED TO A CART SUITABLE VEHICLE - Horses or ponies hitched to a cart must have someone lead them to and from the arena, regardless if someone is in the cart. Horses may be pure bred or grade, but must have been shown in the appropriate preceding individual class. Each exhibitor is limited to one entry per class. Only one family or one farm unit may hitch in combination. All hitches must be judged, not merely brought in for exhibition purposes, and must remain for the duration of the Fair.
22.
PERFORMANCE CLASS - Ponies and/or Horse can only be shown one time. Ponies shall compete with ponies and horses will compete withhorses. Entries will not be accepted at the arena.
23.
A Pee Wee Rider is 8 years or under, riding a pony 13.2 hands or under. Pee Wee riders cannot be lead in their classes. One rider can show two horses fora day. Hitched horses or ponies must have someone lead them to and from the Arena regardless if someone is in the cart.
24.
There is no Entry Fee for Best of the Best Cloverleaf Barrel.
25.
Baton Relay, Pony, 14.2 Hands and Under Can Compete only one time
26.
HORSE PULLING CONTEST - Draft Horses that do not have all required shots will not be permitted through the gates until all halter classes are over. There will be two Classes of Horses; one for Teams weighing under 3325 pounds and one for Teams weighing from 3325 pounds and over.
27.
GOOD HOUSEKEEPING and STALL DECORATIONS – Each Barn will be judged individually.   Inspections will be made unannounced and awards cannot be paid without a name.   Judges will be appointed by the Office. Stalls will be decorated for premiums.
28.
BATON RELAY -Rider and/or Horse are permitted in the ring only 1 time
29.
PLEASURE PAIRS - Each Rider must pay the premium. Each rider winning premiums will get full premium placing amount
30.
DEPARTMENT - 11 - YOUTH HORSES - RULES FOR ENTRY
 
a.
This department is open to exhibitors age 5 to 19 Years.
 
b.
A 3 Minute Gate Call will be strictly enforced.
 
c.
One Rider may show one (1) Horse for the day.
 
d.
All exhibitors must wear hard hats or helmets.
 
e.
Horses or ponies hitched to a cart must be lead to and from the Arena regardless if someone is in the cart.
 
f.
ALL RULES FROM DEPARTMENT - 1 - HORSES WILL APPLY
 
g.
Ponies shall compete with Ponies and Horses with Horses.
 
Horses must be "Checked Out" with the Superintendent upon leaving the Fairgrounds on Saturday by 5:00 PM.
