ANIMAL HEALTH AND EXHIBITOR RULES AND REGULATIONS
FOR
DEPARTMENT - 11 - YOUTH
SECTION - 118 - YOUTH HORSES
 
ANIMAL HEALTH RULES ARE SET FORTH BY THE PENNSYLVANIA DEPARTMENT OF AGRICULTURE AND MUST BE ADHERED TO
 
PENNSYLVANIA HORSE REQUIREMENTS:
1.                   A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the opening date of the exhibition is required. Equine Infectious Anemia (EIA) test results and date of the test must be included on the CVI.
2.                   All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
3.                   An Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship (VCPR) form must accompany each animal, and must be presented upon arrival at the exhibition.
4.                   All Equine animals must have tested negative for EIA by an official test within the 12 months prior to the opening date of the exhibition. A copy of the official test results must accompany each animal to its final destination. Foals less than 6 months of age accompanied by a dam which meets the above requirements are exempt from EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam’s test results must accompany the foal to its final destination.
5.                   A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. All vaccine label directions must be followed, and all rabies vaccinated equine animals must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. If a rabies vaccination certificate is provided, the certificate3 must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian’s signature. A copy of the rabies vaccination certificate is acceptable.
 
CAMBRIA COUNTY FAIR HORSE REQUIREMENTS:
 
1.                   LATE ENTRIES WILL NOT BE ACCEPTED
2.                   A THREE MINUTE GATE CALL WILL BE IN EFFECT AND WILL BE ENFORCED
3.                   All Manure must be dumped at the designated Pit Area Only.
4.                   All Barns are Non-Smoking and Violators will be Escorted Out
5.                   All entries must be on the Horse & Pony Entry Form or the entry will not be accepted. There may be only 1 horse per Entry Form and may include both Department 1 and 11 classes.
6.                   Due to limited spacing, NO ONE is permitted to bring a horse or pony in for the sole purpose of showing in halter classes only. Animals MUST also be shown in at least two (2) or more performance classes as well. Animals MUST be taken out of the stall and shown at the Arena. Spotters will be assigned to make sure this rule is abided by. If any one is caught not showing they will not be permitted to show the following year.
7.                   PREMIUM MONEY WILL BE AWARDED TO THE NUMBER.
8.                   Stalls are not to be altered in any way. If something needs to be done electrically you must contact the Superintendent; they will notify the Fair Office and the appointed electrician will make necessary alterations if warranted.
9.                   Horse heads are not to be permitted to hang out into the aisle in any way. Horses that are loose in stalls must have wire installed at the back of the stall to prohibit the animals head from hanging out into the aisle.
10.               Riders back numbers must be displayed on their back or they will not be judged. Please take care of this number as we cannot issue you another.
11.               Vicki Murton will be at the Draft Horse Barn on Saturday from 6:00 P.M. until 8:00 P.M.. You must pick up your passes at that time. If you do not have your passes by Sunday, opening day of the Fair, you will pay to enter the gates, no one will be permitted in without a pass, and your admission will not be refunded. There will be no exceptions.
12.               After checking in your horse you will be given a card with your name on it to be given to Vicki Murton. This is Your Proof that you did indeed bring a horse into the Fair. If you do not have a card you will not be issued a pass or wrist band. The Fair Office will not issue you a Car Pass or Wrist Band. There will be only one(1) car pass per family regardless of the number of vehicles that the family drives, and the number of campers the family brings. To be issued your pass; please have your license plate number with you. No Livestock gate pass will be issued until the secretary has this number on record.
13.               All Exhibitors in charge of animals will be subject to ordersof the Fair Association or its appointed managers. Exhibitors must be in attendance and ready with their horses, at least one quarter of an hour before the time appointed for showing, as arranged in the program.
14.               If the number of entries does not warrant all breed classes, several may be combined. An insufficient number of entries in individual classes may result in the elimination of this/these classes.
15.               NEW: Each stall will now be required to have on the Breed Card a Owner/Rider phone number to be used in the event of an emergency situation arising with the animal(s). It should also include the name of the animals Veterinarian in the event the Owner/Rider cannot be reached. If upon finding an animal in need please contact the Horse Barn Superintendent: Darl Murton at 412-289-0594 or co-Superintendent: Vicki Murton at 244-4989
16.               If animals are not appropriately taken care of i.e., stalls cleaned regularly, animals fed and water buckets filled entries for the following Fair year will be denied and owner will take horse/horses home and forfeit any premium.
17.               Any Exhibitor showing inappropriate behavior toward other exhibitors or spectators will be contacted by Fair Security and escorted from the Fairgrounds and future entries will be denied.
18.               There will be a holding area for Horses & Ponies near the Arena. Horses are NOT Permitted beyond the Northeast end of the Arena. Signs will be posted
19.               Each exhibitor must wear hard sole shoes or boots with a heel, and long sleeved shirts tucked in. Shorts, tank tops or tennis shoes are not permitted. Failure to comply with these rules will result in Class disqualification.
20.               Exhibitor numbers must be pinned top and bottom and will be the number for all shows during the week.
21.               DRAFT HORSES - HITCHED TO A CART SUITABLE VEHICLE - Horses or ponies hitched to a cart must have someone lead them to and from the arena, regardless if someone is in the cart. Horses may be pure bred or grade, but must have been shown in the appropriate preceding individual class. Each exhibitor is limited to one entry per class. Only one family or one farm unit may hitch in combination. All hitches must be judged, not merely brought in for exhibition purposes, and must remain for the duration of the Fair.
22.               PERFORMANCE CLASS - Ponies and/or Horse can only be shown 1 time. Ponies shall compete with ponies and horses will compete with horses. Entries will not be accepted at the arena. 
            A Pee Wee Rider is 8 years or under, riding a pony 13.2 hands or under. Pee Wee riders cannot be lead in their classes. One rider can show two horses for e day. Hitched horses or ponies must have someone lead them to and from the Arena regardless if someone is in the cart.
23.               No Entry Fee - Best of the Best Cloverleaf Barrel
24.               Baton Relay, Pony, 14.2 Hands and Under Can Compete only one time.
25.                HORSE PULLING CONTEST - Draft Horses that do not have all required shots will not be permitted through the gates until all halter classes are over.
 There will be two Classes of Horses; one for Teams weighing under 3200 pounds and one for Teams weighing from 3200 pounds and over.
26.               GOOD HOUSEKEEPING and STALL DECORATIONS - Each Barn will be judged individually.
Inspections will be made unannounced and Awards cannot be paid without a name. Judges will be appointed by the Office. Stalls must be decorated for Premiums
27.               BATON RELAY - Rider and/or Horse are permitted in the ring only 1 time.
28.               PLEASURE PAIRS - Each Rider must pay the premium. Each rider winning premiums will get full premium placing amount.
29.               DEPARTMENT - 11 - YOUTH HORSES - RULES FOR ENTRY
            A.         This department is open to exhibitors age 5 to 19 Years
            B.         A 3 Minute Gate Call will be strictly enforced.

C.                  One Rider may show one (1) Horse for the day.
D.                  All exhibitors must wear hard hats or helmets.
E.                  Horses or ponies hitched to a cart must be lead to and from the Arena regardless if someone is in the cart.
F.                  ALL RULES FROM DEPARTMENT - 1 - HORSES WILL APPLY
G.                 A Horse or Pony may be shown only one (1) time. (Ex. Baton Relay, Pick-up, etc.)
H.                  Ponies shall compete with Ponies and Horses will compete with Horses.
