Each individual contest is governed by its own specific set of rules as well as with its own set of premiums and/or ribbons. Judges will judge each exhibit according to the rules set forth for that particular exhibit with no exception.   Please read the rules carefully to prevent disqualification.
 
Baked Goods may be brought into the Agriculture Building in such a container that is appropriate for the safety of the entry, and will remain in the container until the judging of that particular contestContainers will not be returned.
 
Refrigeration is available for any entry that requires it. Please bring this to the attention of the building staff and they will assist you.

SECTION - 4 - CLASS - 1 - FAIR QUEEN COMPETITION

FUN and SAFETY on the FAIRGROUNDS
 
RULES FOR ENTRY
 
1.          Only one poster per exhibitor per age group. Exhibitor must be, 8-11, 12-14, 15-18 years of age as of June 1, 2009 to enter.
2.          The poster size must be 14 ½ x 22 inches, equivalent to ½ of a standard piece of poster board. Other sizes will be accepted for judging. 
3.          The theme is “FUN & SAFETY on the FAIRGROUNDS.” Exhibitors should use this theme on their posters and illustrate the interdependence between riders and rides. The poster must contain items pertaining to amusement rides and may include any of the additional items listed below.
A.            Tram-fairground to and from parking lot transportation
B.            Livestock-bite-kick-runaway-hand-feeding hazards.
C.            Horse drawn wagons and equipment dangers
D.            Tractors and tractor drawn equipment dangers
E.            Caged poultry and animal hazards.
F.            Trip hazards.
5.     Posters will be judged on use of the theme, visual appearance and creativity in relation to the exhibitor’s age.
6.          Winners will be required to provide their social security numbers for award disbursements at the state level.
 
SECTION - 4 - CLASS - 1 - FAIR QUEEN COMPETITION
 
The purpose of the Fair Queen Competition Program is to promote the education of young women in Pennsylvania through the operation of a scholarship program providing educational opportunities for selected applicants: and to promote greater public understanding and awareness of agriculture and its importance to Pennsylvania.
 
COMPETITION STRUCTURE:
 
The purpose of the State competition is to select the new PA State Fair Queen and one (1) Alternate from this group of contestants who will represent the PA State Association of County Fairs and the Department of Agriculture for one (1) year. Both winners are awarded scholarships.
 
After the State competition, the new PA State Fair Queen will serve in the following capacities.
1.          Attend Fairs across Pennsylvania to meet and greet Fair visitors, local officials, and Fair board members. Fair visitations include the Queen participating in the Fair’s events and activities (judging, contests, appearances, etc.)
2.          Represent the Pennsylvania State Association of County Fairs at State events and appearances to engage in public speaking, event participation, and interaction with legislators, the public (adults and youth), and agri-businessmen/women.
3.          Promote greater public understanding, awareness and interest in Pennsylvania’s number one industry-agriculture. This includes various commodities of Pennsylvania including livestock (dairy, beef, poultry, swine, goats, sheep, equine, rabbits), agronomic/horticulture, and other general agri-science and agri-business organizations.

STATE AND LOCAL COMPETITION RULES:
 
All of the PA State Fair Queen Program-approved Contest Rules must be used at the County level.
All contestants must comply with all of the following rules in order to be eligible for the final State competition as well as for the competition for the Cambria County Fair.
 
Each Fair Queen contestant must:
1.             Be a female who is a U.S. citizen, and a resident of Cambria County, Pennsylvania.
2.             Be at least age 16, but no older than 20, years of age as of June 1 of the year entering the local contest.
3.             Be the certified representative from the local fair where she was crowned.
4.             Has not been a former local Fair Queen winner, nor a former State Fair Queen contestant.
5.             Not hold any other title for any other commodity group or pageant.
6.             Have her parent(s)’ or guardian(s)’ consent to enter the State and County competition.
7.             Be single, have never been married, have not been pregnant nor given birth to a child.
8.             Be of good moral character (at the discretion of the Committee or Board)
9.             Be able to meet all time commitments, Queen obligations and dress code as set forth by the PA State Fair Queen Program.
10.         Each Contestant at the County Level must provide a recent clear photo, 1 or 8x10 size and 1 wallet size.
 
STATE AND LOCAL COMPETITION JUDGING CRITERIA:
 
Written Essayon the topic “What My Fair Means To My Community”.300 Words or Less
Judging Criteria: Content, Grammar, and Spelling.
[15 points]
Personal Interview - Each contestant will meet alone with a panel of 3 judges.
 
Judging Criteria: Conversational ability, the answers to the questions, appearance/poise, activities, and knowledge of the fair industry.
[35 points]
Speech Presentation on the topic “Why You Should Come To My Fair” (a 3-5 minute timed event). Persuasive speech appropriate for an audience of adults. The audience is the panel of 3 judges along with any other parents, fair members, or guests who wish to view the presentations. Props that enhance this speech are permitted but not required. Contestants are judged on the effectiveness of their public speaking skills; not “entertainment skills”. Overhead projectors or Power Point presentations are not permitted.
Judging Criteria: speech content (to include agriculture), speech format, conveying a message, public speaking ability, and poise/presence.
[30 points]
Evening Gown/Introduction - This segment is conducted in front of the convention banquet guests (approximately 1,000 people) or at the County level in front of family, friends, news media, well wishers, and Fair goers including the 3 judges. Each Contestant makes a personal introduction to the audience, similar to that which a Fair Queen would give when visiting a Fair or other public event.   Contestants will have 15 seconds to make this introduction.
Judging Criteria: content, stage presence, and appearance.
